HOMELAND SECURITY ADVISORY SYSTEM

The Homeland Security Advisory System was developed to help keep citizens and government officials informed about the rapidly changing risks of terrorist attack. Each color-coded "Threat Condition" identifies not only the level of potential risk for terrorist attack, but the protective measures that may be taken to reduce those risks.


RED indicates an alert condition in which risks are SEVERE. Public agencies, private businesses, and individuals should prepare to initiate emergency response plans and mobilize key personnel.

Additional protective measures may include:
  • Increasing or redirecting personnel to address critical emergency needs;
  • Assigning, pre-positioning, and mobilizing emergency response personnel or resources for maximum safety and response capability;
  • Monitoring, redirecting, or constraining transportation systems; and,
  • Closing or securing public and government facilities;

ORANGE indicates an alert condition in which risks are HIGH. Public agencies, private businesses, and individuals should coordinate security efforts and take extra precautions at critical facilities and public events.

Additional protective measures may include:
  • Coordinating necessary security efforts with law enforcement and military organizations;
  • Taking additional precautions at or consider modifying or cancelling special events;
  • Preparing to execute dispersal or evacuation contingency procedures; and,
  • Restricting threatened facility access to essential personnel only.

YELLOW indicates an alert condition in which risks are ELEVATED. Public agencies, private businesses, and individuals should increase vigilance and implement appropriate emergency response plan provisions.

Additional protective measures may include:
  • Increasing surveillance of critical locations;
  • Coordinating emergency plans as appropriate with nearby jurisdictions;
  • Assessing effectiveness of established plans to manage current threat; and,
  • Implementing contingency and emergency response plans as appropriate.

BLUE indicates a GUARDED alert condition in which risks are general. Public agencies, private businesses, and individuals should review and update emergency response plans and provide appropriate training for key personnel.

Additional protective measures may include:
  • Checking emergency response and command resources for readiness;
  • Reviewing and updating emergency response and contingency plans; and,
  • Providing training in emergency response and contingency plans to all personnel.

GREEN indicates a LOW alert condition in which risks of terrorist attack are minimal. Public agencies, private businesses, and individuals should assess potential risks and develop emergency response plans.

Additional protective measures may include:
  • Developing and refining plans for emergency response;
  • Providing proper training for emergency response; and,
  • Assessing all facilities for vulnerability to terrorist attack.
