ABOUT THE BOARD

Flash Force is managed by a nine-member volunteer Board of Directors. Each member of the Board is active in group affairs and has proven his dedication to the group many times over.

First established as the United States Department of Counter-Terrorism Reserve Command Advisory Council (USDOC RCAC) in 1999, the Board is collectively responsible for the direction and supervision of all unit activities.

TEDDY M. TERSTEGGE
EXECUTIVE DIRECTOR


As the founding member of Flash Force and its Board of Directors, Executive Director Terstegge has been with the unit since its creation in 1999.

Terstegge is employed as a police officer for a local government agency and has over twenty-five years of experience in law enforcement. Having previously served as an Emergency Medical Technician, Search and Rescue Team member, and Field Training Officer, Executive Director Terstegge is currently assigned as his department's Terrorism Liaison Officer and Special Event Response Team (SERT) Leader.

In what little free time he is able to find away from his duties (both real-life and sixth-scale), Executive Director Terstegge enjoys camping, boating, and hiking.

JAMES P. MERZKE
DIRECTOR/VICE-PRESIDENT


Director Merzke signed on with Flash Force in August of 2000 and helped launch the USDOC Reserve Command Academy in 2001, serving as Commandant of the first two graduating classes.

Merzke was appointed as an Adjutant to the former Reserve Command Advisory Council in July 2001 and became a full member of the Board of Directors with the changeover to ISOC in February 2003.

After two years of service as a Cavalry Scout in the United States Army, Director Merzke attended college, receiving a Bachelor's Degree in History. He has worked in an administrative role for a small local government since 1992.

JON K. YIM
DIRECTOR


Director Yim has been a member of Flash Force and its Board of Directors since shortly after their creation in 1999. A charter member of both organizations, he currently serves Flash Force as its Public Affairs Officer.

Director Yim has seventeen years of service in the United States Navy, where he served as a Journalist 1st Class. He is a graduate of Public Affairs, Newswriting and Broadcast Specialist courses at Defense Information School (DINFOS) and served aboard the USS White Plains (AFS-4), USS Midway (CV-41), and the USS Oklahoma City (CLG-5).

He is currently employed in the public broadcasting field and lives on the west coast of the United States.

BEN PHILLIPS
DIRECTOR


Director Phillips has been a member of Flash Force and its Board of Directors since shortly after their creation in 1999. A charter member of both organizations, he currently serves Flash Force as its Awards Officer.

Director Phillips has a Bachelor of Science Degree in Electrical Engineering, is currently employed as a Supervisor of Instrument and Electrical crews, and lives in the Pacific Northwest.

FRANK S. CLARK
DIRECTOR


Director Clark joined Flash Force shortly after its inception in 1999. A member of the United States Army Reserves and a qualified parachutist, he serves as the ISOC Jumpmaster.

Clark is employed as a computer security engineer by a large financial firm in the San Francisco Bay Area. He has over twenty-three years of service with the United States Army and Army Reserve, having spent eighteen of those years with combat units. He is also an Adjunct Professor with the Defense Medical Readiness Training Institute (DMRTI) for the Emergency Medical Response to Weapons of Mass Destruction course taught by the Army Reserve at the Camp Parks Reserve Forces Training Area in Dublin, California.

In addition to recruiting new troops for his sixth-scale command, Director Clark spends part of his free time beta testing computer games.

TOM GARLOCK
DIRECTOR


Director Garlock joined Flash Force shortly after its inception in 1999. A former police canine officer, he serves as the Special Unit Leader for the Flash Force Canine Unit.

Garlock is employed as a chief executive officer for a local government police agency and has over twenty-seven years of law enforcement experience, including assignments on special operations and response teams.

Director Garlock is also a trained Weapons of Mass Destruction Specialist with certification in hazardous materials response.

JOHN KOZIN
DIRECTOR


Director Kozin has been a member of Flash Force since 1999. He was appointed to the Board of Directors in 2001 and was responsible for management of Operations: Bright Candle I-V. Director Kozin currently serves Flash Force as its Transportation Officer.

Director Kozin is an undergraduate in Physics/Computer Science and currently employed in the Information Technology field. An Eagle Scout and Assistant Scoutmaster, he remains active in the Boy Scouts of America and lives on the east coast of the United States.

ALFRED W. HERNANDEZ, III
DIRECTOR


Director Hernandez has been a member of Flash Force since 1999 and a member of the Board of Directors since 2003.

Director Hernandez retired from the United States Army after twenty-four years of service and is Airborne-Qualified. Hernandez has over twenty-six years experience and is currently employed in the law enforcement field. He lives on the east coast of the United States.

TIM KANO
DIRECTOR


Director Kano has been a member of Flash Force since 2000 and a member of the Board of Directors since 2003.

Director Kano has been employed as a Chief Financial Officer for a Restaurant Franchisee for over 15 years and lives on the west coast of the United States.

HONORARY MEMBERS OF THE BOARD

When a board member honorably separates from board, he is considered to be "retired". As recognition for his dedicated service to the unit, each former member is conferred with special board membership and may keep the title of "Honorary Director" for life.

Even though they are not afforded voting priviledges, Honorary Directors often remain active in board business, providing experienced insight and very capable assistance when needed.

GREGORY A. BARKER
DIRECTOR (HONORARY)


Director Barker has been a member of Flash Force and its Board of Directors since shortly after their creation in 1999. A charter member of both organizations, he has retired from the Board but remains active in both unit and board affairs.

Director Barker has twelve years of service with the United States Army and National Guard, where he served as a Cavalry Scout (Bradley-Qualified). Barker is currently employed in the Homeland Security field and lives on the west coast of the United States.

BRYAN WAGONER
DIRECTOR (HONORARY)


Director Wagoner has been a member of Flash Force since 1999 and served as an original member of the Board of Directors from 1999 to 2001.

Director Wagner has eight years of prior service in the United States Navy where he served as an Electrician's Mate 1st Class (Submarine-Qualified). He served aboard the USS Lafayette (SSB-616 Gold) and USS Scamp (SSN-588). He has also served as an instructor at the Nuclear Prototype Training Unit in Idaho.

Director Wagner is currently employed in the power industry and lives on the east coast of the United States.

ROB MARSHALL
DIRECTOR (HONORARY)


Marshall joined the USDOC in 1999 and was originally appointed to the Reserve Command Advisory Council in 2000. While he has retired from this role, he still maintains an active interest in Flash Force.

Director Marshall has a Bachelor of Arts Degree in Politics and is employed as a High School Teacher. He has eight years of prior service in the Australian Regular Army and currently serves as an Army Reservist. Director Marshall is married and has two children.

Director Marshall received his first Action Man at age two or three and amassed a large collection that, at about age fourteen, was given to charity. Now supposedly an adult, Rob has over three hundred 12" Action Figures taking up space in his back room! Marshall's other interests include playing loud music, participating in triathlons and mountain biking.
