Operation: Team Spirit began in 1999 when then-Recruit James Caldwell enlisted in the United States Department of Counter-Terrorism. As part of his new assignment, Caldwell shared his experiences through Basic Specialist Training at Thunder Bay with the Flash Force group. Upon graduation, Caldwell was promoted and ultimately assigned as the unit's Executive Command Envoy (ECE).

Caldwell now travels around the world, visiting host commands for a two-week temporary duty assignment. While on TDY, Caldwell inspects the unit, participates in unit activities, then returns to Thunder Bay to submit his reports to the group.

ECE Caldwell has participated in a number of G.I. Joe conventions, traveled across the United States several times, and is currently on assignment somewhere in the world. He has even flown on a combat mission over Afghanistan in an F-16 "Fighting Falcon", courtesy of Flash Force member Andy Bauer (7th SOC) and the U.S. Air Force's 389th Fighter Squadron.
