UNIT READINESS PROGRAM (URP)
DIRECTIVE #01-015

The purpose of the Unit Readiness Program (URP) shall be to provide a means for promoting and improving the operational readiness of all Flash Force commands.


PROGRAM OBJECTIVES

The objectives of the URP shall be to:
  • Provide a standardized method for the inspection, evaluation and reporting of unit readiness statuses through the chain of command;
  • Promote the advancement of unit capabilities to even higher levels of deployment readiness; and,
  • Provide a means of recognizing Flash Force units for their capabilities and readiness levels.

UNIT READINESS INSPECTIONS

It shall be the responsibilty of each commanding officer to conduct periodic inspections of his or her unit in order to determine its level of deployment readiness. While one formal Unit Readiness Inspection shall be initiated by the Executive Director each year, individual units may perform additional informal Unit Readiness Inspections as often as necessary in order to maintain high levels of operational readiness within those units.


INSPECTION CRITERIA

When conducting a Unit Readiness Inspection, a commanding officer may count only those personnel, assets or resources which are specifically dedicated to official field service and which are immediately deployable.

For purposes of this program, this means that personnel, equipment or other resources in reserve (boxed figures, equipment, vehicles, etc.) may not be counted. Further, double inspection points apply to personnel wearing uniforms or equipment which comply with ISOC Uniform Regulations (Directive #01-006) or ISOC Vehicle Marking Regulations (Directive #01-012).

As used in this section, "fully-equipped" is defined as having all uniforms and equipment necessary for the proper conduct of operations immediately available and ready for use. Having uniforms and equipment near enough at hand to enable their use within ten minutes of an alert is sufficient to meet this requirement.


INDIVIDUAL CRT MEMBER LOADOUT

The following equipment is either required or recommended (as indicated) for each individual team member who is assigned general response responsibilities (i.e., LST, QSS, or CRT personnel). Individual members of specialized teams or units (i.e., Armored Cavalry, Underwater Ops or Special Boat Crews) may have different unit criteria and need not comply with these loadout requirements. Any CRT member without all required items is not considered to be "fully-equipped" and may not be counted as an inspection asset for purposes of this program:

  • Uniform of the Day;
  • Helmet;
  • Goggles/Eye-Protection;
  • Body Armor and/or Load-Bearing Equipment Vest/Harness;
  • Team Weapon Assignment;
  • Radio;
  • First-Aid Dressing/Pouch;
  • Gas Mask/Bag;
  • Restraints (Flex-cuffs/Handcuffs/Handcuff Pouch)
  • Spare Ammunition/Pouch(es); and,
  • Flashlight.

    RECOMMENDED

  • Gloves;
  • Knee/Elbow Pads;
  • Canteens (2);
  • Distraction Device;
  • Smoke Grenade;
  • MRE;
  • Utility Knife/Bayonet;
  • Strobe Light/Pouch; and,
  • Rappeling Harness/Carabiner.

STANDARD INSPECTION POINTS

Inspection points are used to determine the official readiness rating of each unit. Generally, one point may be added for each fully-equipped individual team member.

Except as otherwise indicated, points for vehicles are determined by the number of individual team members that vehicle is designed to carry. Undercover and unmarked vehicles utilized for official operations are exempt from marking requirements and may be counted according to this standard.

Standard points are assigned to all eligible unit assets according to the following schedule:

CRT LOADOUT

The following team equipment is either required or recommended (as indicated) for each sixteen-man Crisis Response Team (CRT). A sixteen-man CRT without all required equipment is not considered to be "fully-equipped" and does not qualify for the sixteen-man inspection point bonus:
    REQUIRED

  • Ballistic Shield;
  • Ladder;
  • Entry Ram;
  • Binoculars;
  • Maps; and,
  • Rope.

    RECOMMENDED

  • Camera;
  • Less-than-lethal Weapon (shotgun with bean-bag rounds or Excalibur MK2 38mm Multi-Shot Riot Gun with rubber rounds). Note: The stocks of LTL shotguns are often painted orange and marked "Less Lethal" to avoid confusion with regular shotguns;
  • Periscope;
  • Inspection Mirror;
  • SATCOM Set;
  • Laptop Computer;
  • Global Positioning System (GPS) Unit; and,
  • Clipboard.

BONUS INSPECTION POINTS

Bonus inspection points may be added for special unit assets or capabilities. In order for each asset to be counted, there must be sufficient personnel equipped and trained as appropriate for its proper utilization.

For example, an aircraft must have (at minimum) one pilot; a boat must have (at minimum) one boat handler and an armored vehicle must have (at minimum) one driver. Full crews as appropriate for the asset (including co-pilots, crew chiefs and/or gunners) are recommended for all special assets.

UNIT READINESS RATING

Once a unit readiness inspection is complete and the total number of applicable inspection points is determined, the resulting total must be converted to establish the units overall readiness rating. This is easily accomplished by finding the appropriate inspection point total on the following table and noting its corresponding unit readiness rating:

LEVEL ONE REQUIREMENTS

In addition to any accumulated inspection points, in order to qualify for a Level One Unit Readiness Rating, a unit must have the following (at minimum):
  • One 8-member Squad;
  • One Sniper/Observer Team;
  • One Canine Team (Handler, K-9 and Observer);
  • One Special Hazards Team (2-member HAZMAT/EOD or a combination);
  • One boat;
  • One ground vehicle;
  • One armored vehicle and,
  • One aircraft.

UNIT GOALS

Each unit should strive to achieve the highest possible Unit Readiness Rating and continually seek to improve that rating with each inspection.
