GENERAL PROVISIONS


The purpose of the Special Unit Program (SUP) shall be to provide Flash Force members with the opportunity to develop their special unit capabilities as well as to participate in designated special unit activites.



SPECIAL UNITS DEFINED

A special unit shall be defined as any authorized unit that performs any special task, function or operation and requires specialized equipment and/or a specialized course of training for its members. The following special unit categories are officially recognized within the unit:
  • Aerospace (AS);
  • Airborne (ABN);
  • Armored Cavalry (ACAV);
  • Aviation, Fixed-Wing (AFW);
  • Aviation, Rotary-Wing (ARW);
  • Canine (K9);
  • Explosives Ordnance Dispsal (EOD;
  • Fire-Rescue (FIRE);
  • Flight Security Unit (FSU);
  • Forensic Technology Unit (FTU);
  • Hazardous Materials (HAZMAT);
  • Heavy Weapons (HW);
  • Opposition Force (OPFOR);
  • Protective Services Unit (PSU);
  • Reconnaisance (RECON);
  • Special Boat Unit (SBU);
  • Special Intelligence Unit (SIU)
  • Tactical Medicine (TACMED); and,
  • Underwater Operations (UOPS).

SPECIAL UNIT OFFICER

The SUP shall be administered by the Special Units Chief of Staff (COS/SU), with regular assistance being provided from a Deputy Chief of Staff (DCOS/SU) and appointed Special Unit Leaders (SULs). The COS/SU and DCOS/SU are appointed command staff positions. The COS/SU shall be responsible for:
  • Development of guidelines for special unit staff, equipment and training;
  • Training, inspection and evaluation of subordinate special unit leaders and their units;
  • Promotion of regular special unit activities; and,
  • Evaluation, tracking and proper report of special unit activities and Special Unit Leader performance.

    The DCOS/SU shall be responsible for assisting the COS/SU as necessary and for acting in place of the COS/SU when the COS/SU is absent or otherwise unable to perform his duties.


SPECIAL UNIT LEADERS

Each special unit shall be administered by an appointed Special Unit Leader (SUL). Each SUL shall responsible for management of his or her respective special unit. Typical SUL duties include:
  • Development of special unit staffing, guidelines, equipment and training requirements;
  • Training, inspection and evaluation of assigned special unit members and their special unit assets;
  • Development of regular special unit activities;
  • Development and maintenance of a unit roster;
  • Evaluation, tracking and proper report of special unit activities and member participation; and,
  • Regular distribution of special unit information and/or training materials to all units on a monthly basis (at minimum).


SUL APPLICATION PROCESS

Any member in good standing of Sergeant rank or above may apply for an appointment as a Special Unit Leader (SUL) of any unit. The application process is informal and a prospective candidate may apply simply by expressing his or her interest to the Chief of Staff, Special Units or the Executive Director.

As a general rule, appointment applications will only be considered for vacant positions. In some cases however, when currently appointed Special Unit Leaders are either inactive or not performing up to standard, the Board of Directors may consider and/or authorize their replacement.

Once an applicant has been approved for further consideration, the Chief of Staff, Special Units, will provide him or her with a project that will benefit the special unit for which the application was made.

Each special unit has its own established program and the appointment project typically involves the revision of existing portions and/or creation of undeveloped portions of program materials.

For example, if the Special Boat Unit (SBU) program has no adopted guidelines and no training manual, then the prospective candidate for the SBU SUL appointment would be asked to develop guidelines for the unit. If guidelines are already established at the time of application, then the prospective SBU SUL candidate might be tasked with the revision of those guidelines and completion of portions of the undeveloped training manual. Project assignments are usually made upon mutual agreement between the prospective candidate and the Chief of Staff.

Once the candidate has completed the assigned project to the satisfaction of the Chief of Staff and the Executive Director, both the project and SUL appointment will be brought before the Board of Directors for review and approval.

Before applying for any SUL position, prospective candidates are encouraged to become familiar with the guidelines and training manuals of other active special units. Candidates will be expected to produce similar program materials for their own assigned projects.



SPECIAL UNIT PROGRAM MATERIALS

When possible, submitted program materials (especially those used for training manuals) should be:
  • Original, adapted specifically to Flash Force, and compiled from personal research (i.e., not simply compilations of material from other sources);
  • Appropriately illustrated;
  • Submitted in either plain text e-mail or Word document format. Any non-original material used in the development of training materials should be from non-copyrighted sources whenever possible and appropriate credit should be given in all cases.



    SELECTION CRITERIA

    The Board of Directors may appoint any Flash Force member of Sergeant rank or above to any SUL position or the position of DCOS/SU. The Board shall have discretion in these matters and will make every effort to appoint the individual who it deems may best serve the unit. Criteria to be considered in making this decision may include but is not limited to:
    • Current staffing levels and availability of potential candidates;
    • Workload and level of responsibility of the office;
    • Length and quality of an individual's service to the unit;
    • Demonstrated leadership ability, experience, interest, and/or knowledge in a particular area; and,
    • Levels of individual participation in unit activities.


    TERMS OF OFFICE

    Unless otherwise specified by the Board of Directors, all Special Unit and Assistant Special Unit Leader appointments shall be for a period of two (2) years. New appoinments shall go into effect on the first day of March of each year and shall remain in effect through the last day of February the second year after the appointment is made. Special unit staff members may, at the discretion of the Board, serve in their respective positions for an unlimited number of terms.



    VACANCIES

    Special Unit Leader vacancies may be filled as necessary for the smooth and efficient continuation of position responsibilities. If a special unit vacancy occurs within any regular term of office, a subordinate Assistant Special Unit Leader (if any are available) shall immediately assume responsibility for that post until such time as a new Special Unit Leader may be appointed.



    MONTHLY PARTICIPATION REQUIREMENTS

    As part of his or her general duties, each Special Unit Leader shall be expected to provide the unit with at least one item of benefit relating to his or her position each month. Such items of benefit may include, but are not limited to:
    • Sponsorship or "hosting" of any unit activity;
    • Posting of any training information or other article of significant interest; or,
    • Performance of any other valuable service to the unit.


    WEEKLY REPORTING REQUIREMENTS

    Unless a prior exception has been granted by the COS/SU or circumstances exist which might reasonably exempt them from this requirement, all Special Unit Leaders shall provide the COS/SU with a weekly report of their position activities.



    REMOVAL FROM OFFICE

    All Special Unit staff members (SULs and ASULs) shall be responsible for proper fulfilment of their assigned responsibilities and shall be held accountable for their performance. Special Unit staff members who fail to comply with the requirements of policy or who do not perform satisfactorily may be removed from their office at the discretion of the Board.



    SPECIAL UNIT MEMBERS

    In addition to a Special Unit Leader and Assistant Special Unit Leaders, each unit may have any number of Special Unit members. Any Flash Force member with an interest in a particular special unit may join that unit as a Special Unit member.



    PARTICIPATION REQUIREMENTS

    In order to maintain membership in any special unit, each special unit member must satisfy any established requirements for that unit assignment. Such requirements may include minimum levels in relation to:
    • Staffing;
    • Equipment;
    • Training;
    • Readiness; and,
    • Participation.


    DISPLAY OF SPECIAL UNIT MEMBERSHIP STATUS

    Any special unit member who complies with applicable special unit certification requirements may display his or her status as a special unit member upon his or her online uniform or command web page(s).



    SPECIAL UNIT BADGES

    Special Unit Badges are awarded to members in recognition of their special unit certification achievements.

    Any member who has been certified in at least five (5) special units shall be authorized to receive and display a Special Unit Badge.

    The Special Unit Badge shall be displayed as follows on the online uniform:

    The Special Unit Badge shall be displayed in place of all other individual special unit certification indicators upon the special unit certificate line.

    Any member who has been certified in at least ten (10) special units shall be authorized to receive and display a Senior Special Unit Badge.

    The Senior Special Unit Badge shall be displayed as follows on the online uniform:

    The Senior Special Unit Badge shall be displayed in place of all other individual special unit certification indicators upon the special unit certificate line.

    Any member who has been certified in at least fifteen (15) special units shall be authorized to receive and display a Master Special Unit Badge.

    The Master Special Unit Badge shall be displayed as follows on the online uniform:

    The Master Special Unit Badge shall be displayed in place of all other individual special unit certification indicators upon the special unit certificate line.
