COMMAND STRUCTURE
Flash Force is managed by a nine-member volunteer
Board of Directors and supported by a number of command staff members. Each member of the command staff is
active in group affairs and has proven his or her dedication
to the group many times over.
While advancement and participation in group management are not required, they are highly encouraged. All qualified unit members are invited to apply for vacant command staff positions.
EXECUTIVE
DIRECTOR
The Executive Director is the highest ranking member of the unit and is responsible for its overall management.
The most senior member of the Board of Directors, he also acts as Chairman of the Board and the Chief Executive Officer.

DIRECTOR
With the exception of the Executive Director, each member of the Board of Directors holds the rank of Director.
Each Director may have different areas of responsibility, with the Vice-President being recognized as the unit's second-in-command.

CHIEF OF STAFF
The Chiefs of Staff are responsible for specific areas of command and appointed by the Board of Directors.
Chiefs of staff may also assist the Board as necessary and serve to fill temporary vacancies within that body.

DEPUTY CHIEF OF STAFF/SENIOR COMMISSIONED OFFICER
Deputy Chiefs of Staff and Senior Commissioned Officers share the same rank although they do not necessarily have the same authority or responsibility. Deputy Chiefs of Staff are members of the command staff by virtue of their appointments while Senior Commissioned Officers are not.
Deputy Chiefs of Staff are typically responsible for assisting a Chief of Staff in management of a specific unit function. Senior Commissioned Officers are not considered members of the command staff unless they have been appointed to a command staff position.

COMMISSIONED COMMAND OFFICER
Only those Flash Force members who have graduated from the USDOC Reserve Command Academy or the Commissioned Command Academy qualify for appointment to Commissioned Command Officer rank.
Commissioned Command Officers are not considered members of the command staff unless they have been appointed to a command staff position.

PROVISIONAL COMMAND OFFICER
The Provisional Command Officer rating is reserved for those regular Flash Force members who joined the unit prior to 1 February, 2003 and who held the USDOC rank of Provisional Reserve Commander.
Provisional Command Officers are not considered members of the command staff unless they have been appointed to a command staff position.

COLONEL
In order to qualify for advancement to the rank of Colonel, a member must first complete the Colonel Promotional Training Program.
This program provides information on advanced leadership and special unit development and management. It also prepares the candidate for assignment to higher command.

LIEUTENANT COLONEL
In order to qualify for advancement to the rank of Lieutenant Colonel, a member must first complete the Lieutenant Colonel Promotional Training Program.
This program provides information on unit headquarters facility construction and management.

CAPTAIN
In order to qualify for advancement to the rank of Captian, a member must first complete the Captain Promotional Training Program.
This program provides information on personnel, fleet, and facility management as well as the basic principles of command.

LIEUTENANT
In order to qualify for advancement to the rank of Lieutenant, a member must first complete the Lieutenant Promotional Training Program.
This program provides information on operational and mission planning, preparation of warning orders, unit readiness, and critical incident management.

SERGEANT
In order to qualify for advancement to the rank of Sergeant, a member must first complete the Sergeant Promotional Training Program.
This program provides information on basic leadership, small unit organization, execution of field operations, operational security, and recruiting.

CORPORAL
In order to qualify for advancement to the rank of Corporal, a member must first complete the Corporal Promotional Training Program.
This program provides information on standards of appearance, uniform regulations, equipment, and unit development.

This program provides general information regarding the history, traditions, philosophy, and overall structure of the organization.

RECRUIT
The rank of Recruit is the lowest within the command structure. In order to qualify for advancement to the rank of Recruit, a member must first complete the Basic Recruit Training (BRT) Program.
This program provides introductory information regarding unit membership and operations.
